New details from the investigation file involving former Albanian State Intelligence Service (SHISH) director Vlora Hyseni shed light on her communications with businessman Ergys Agasi, who was wanted by Albanian authorities before his arrest on August 26, 2026.

According to the case file, Hyseni and Agasi exchanged 508 forms of communication between June 28 and August 26, including phone calls, video calls, voice messages and chats through the Signal application. Investigators recorded 70 incoming calls from Hyseni to Agasi, 17 outgoing calls from Agasi to Hyseni, as well as dozens of missed and unanswered calls.

Hyseni was questioned by the Special Prosecutor’s Office (SPAK) on September 18 as a person with knowledge of the alleged offence. She acknowledged maintaining regular communication with Agasi but said he had offered to cooperate with SHISH. She denied meeting him in person and rejected the suggestion that he had obtained information from the intelligence service.

Investigators also seized nine large-format printed diagrams from Agasi’s vehicle during a search in July. According to the investigation file, the documents contained data resembling material produced by SHISH. Agasi reportedly told a court that he had deliberately left the material in his vehicle so that prosecutors would find it.

The file also cites messages in which Hyseni allegedly informed Agasi about parts of her official schedule, including planned meetings with Prime Minister Edi Rama and other senior officials.

SPAK investigators argue that the communications indicate a relationship extending beyond the cooperation described by Hyseni. The former intelligence chief has disputed that interpretation and has said she was communicating with Agasi in the context of his alleged cooperation with SHISH.

The investigation is ongoing. Hyseni is under house arrest and has been suspended from public office as part of the proceedings.
