After the completion of the internal legal procedures initially from the Albanian side, the Ministry of Foreign Affairs of the Kingdom of Saudi Arabia has announced the completion of the internal legal procedures from their side as well. 

The agreement, which enters into force 30 days after the completion of the procedures, will facilitate the mutual movement of citizens, visitors and tourists of the two countries, through the use of driving licenses, as well as their conversion. 

Albania has several agreements signed for the mutual recognition of driving licenses. Recognition of driver's licenses, mainly in the countries of the European Union, is a constant request of Albanian citizens, who currently need to be equipped with an international license in order to travel without being penalized towards them.
