Bushka Claims President Violated Powers Assigned By Law

Klotilda Bushka, Secretary of the Inquiry Committee for the dismissal of the President of the Republic, Ilir Meta, declared during Tuesday's meeting that the head of state has violated the powers assigned to him by law.

During today's meeting of the Inquiry Committee, Bushka listed some of the violations committed by Ilir Meta. During her speech, Bushka said that calling for hatred is punishable by 2 to 8 years in prison. 

"The main role of the president is national unity. The principle of the constitution is that all are equal before the law. Calling for hatred is punishable by 2-8 years in prison. In the analysis of the acts we have considered, we are analyzing whether we are dealing with violations. We need to identify what are those actions, acts, that are alleged to be violations. These are statements. The head of state should not exercise any other powers than those assigned to him by the Constitution. It turns out that as far as the attitudes of the president are concerned, which from the discussions, the way the president exercises his duties, are powers that are not seen to be exercised only by decrees.

National unity means the interest of all, peace, security and that all people should feel represented. Has this principle been violated? In fact, legal experts brought to our attention the doctrine of some examples, where functions are considered incompatible with the principle of unity of the people. These repeated calls, clothed in a nature which contains hate speech or calls against order and security, affect a number of situations that find protection from the Albanian legal system. Having no powers regarding foreign relations, these calls of the president regarding international representatives, take him out of his role. 

The Constitution clearly defines who is competent for Albania's foreign policy. In all statements or public appearances, I consider that we are in violation of Article 86 of the Constitution, Article 88 point 3 and the relevant article that defines the duties and competencies for foreign relations of the Republic of Albania," emphasized Bushka.
