Exclusive: Killer of Six Young People in Peja, Now Putin’s Paramilitary Mercenary
"One of the killers of 6 young Serbs, on December 14, 1998, is currently living in Russia. He is one of the former accomplices of the war criminal Arkan, and has been in Russia since 2014, when he joined Russian separatist fighters in Crimea, Ukraine as a mercenary. He is Davor Savicic, part of the infamous paramilitary groups 'Arkan’s Tigers' and the Russian 'Wagner Group', which is still active in countries where Putin fuels conflicts," said a journalist from Belgrade on condition of anonymity (for safety reasons) for Kosovapress.
According to the journalist in question, this fact is known to the political and security structures in Serbia, as well as some journalists, but they are not making it public.
"Serbian authorities know even the other killer who was with Savicic, but they expect to make this public at another time. This would be considered as Vucic's bargain in the face of pressure to uncover the murder of three Albanian-Americans, the Bytyqi brothers," said the Serbian journalist.
The source of Kosovapress, has also provided a part of the communication of his Serbian colleagues with Davor Savicic, regarding the accusations on him in the PANDA case. The communication is in Serbian, through Facebook’s Messenger.
"We received the information from the authorized services that deal with this issue. As far as I know, the authorities in Belgrade have already accepted your file and plan to activate it when their work is narrowed to another case – the murder case of the Bytyqi brothers. Since they will not be able to meet this requirement, the PANDA case will be activated in the ‘Here we have something else’ style.
Also, as far as I know, the information has already been distributed to some Russian and Ukrainian journalists. I have seen the documents and evidence", it is said, among other things, in the communication that the Serbian journalist had with Savicic.
Serbian media, such as "Kurir" (in 2014), had written that the former head of the State Security (Drzavna Bezbednost), Radomir Markovic, had provided state authorities with evidence that the attack on the PANDA cafeteria was organized by Milorad Ulemek - Legija â€.
Data from other media say that Davor Savicic was part of the Special Operations Unit (JSO), which was led once by Arkan and then by Legija.
Natasa Kandic, a Serbian human rights activist, told Radio Free Europe in 2014 that the headquarters of the former Red Berets, i.e., the Special Operations Units, was in the resort near the Decani Monastery.

"They, with their 'hummer' vehicles, have been constantly driving through the streets of Peja. It was in the local unit ‘Vetetima (Lightning)’… This has aroused terrible fear in the city. After 4 pm, no Albanians were on the streets. It was said that the 'Black Hand' was acting for this and that people were disappearing and that vehicles were traveling without plates", stated Natasha Kandic.
Serbian government sources themselves had stated for the Serbian media that the purpose of this crime was for the Kosovo Liberation Army to be presented as a terrorist in the eyes of the international community.
The PANDA case has not been unveiled so far, neither by the institutions of the Republic of Kosovo, nor has there been a readiness from Serbia to be clarified. Although the leader of Serbia, Aleksandar Vucic had stated that the murder of six young persons in PANDA cafe was not committed by either Albanians or foreigners (Westerners), so far nothing more has been done.
On December 14, 1998, in the middle of the war in Kosovo, two masked men had entered the cafeteria "Panda" in Peja (Pec), where as a result of shooting with automatic weapons, they had killed 5 high school students: Ivan Obradovic (14), Zoran Stanojevic (18), Svetislav Ristic (17), Dragan Trifovic (17) and Vukosav Gvozdenovic (17) and student Ivan Radevic (25). The cafeteria "Panda" was located across the street from the high school of Peja.
Immediately after the case, the Serbian occupying police authorities in Kosovo mounted the murder, accusing the KLA and arrested and tortured citizens Xhevdet Bajrami, Beqir Loxha, Gazmend Bajrami, Vllaznim Pergjegjaj, Behar Bajri and Agron Kollcaku.
Security expert Agim Musliu, told Kosovapress that, in addition to the fact that Arkan and Legija paramilitaries have operated throughout Kosovo, there is a very large indication that PANDA was carried out by Serbs themselves, and it is Radio Television of Serbia (RTS).
“Serbian Television (RTS), a few days before the murder in PANDA took place, had broadcast in an unusual way a fabricated 'communique' of the KLA, where it was alleged that the cafeterias where young Serbian people were staying would be attacked,†said Musliu.
"In order to further strengthen this indicator", continues Musliu, "the security bodies of Serbia did not take any measures then to close these cafeterias, which leaves room for the court to conclude that they did it themselves. On the contrary, if it were true that the KLA had issued such a statement, they would have taken all security measures," he said.
- Killer Savicic, now Putin's paramilitary
According to the Russian media "Fontanka", Davor Savicic is the leader of the Serbian unit within the Russian paramilitary group "Wagner" and has taken part in fighting in Ukraine and Syria. Savicic is known by the nickname "Wolf" (Russian "Volk" or Serbian "Vuk"). Among other things, he is held responsible for participating in a massacre of a Syrian citizen, who was tortured to death, after which his head was removed and his body burned. This event was filmed by phone by the criminals of the "Wagner" group. Among other things, Savicic's nickname is heard there. The video shows very grave images and is not preferred to be watched by those who have ill health and juveniles.
Some more liberal Russian media outlets, such as Novaya Gazeta, say the men in the leaked videos nicknamed each other "Pamir" (a mountain range in Central Asia) and "Volk" (wolf). Journalists have said that Serbian mercenary Davor Savicic has the nickname "Volk", but the images do not make it clear if he is one of the men who helped in the massacre.
Security expert Agim Musliu said that the cooperation of Arkan's paramilitaries with the Russians is the greatest military cooperation.
"Even the state institutions themselves, in this case Russia and Serbia, do not have as good cooperation as the Serbian paramilitaries of the wars in the former Yugoslavia with Putin's oligarchs. In addition to Savicic, Arkan's godfather Goran Gerovac, was also part of the war in Russian-occupied Crimea. The Ukrainian intelligence service has published all these names, and has asked Serbia to chase them, but Vucic has done nothing so far," Musliu said.
Davor Savicic is a Serb born in Bosnia and Herzegovina. His name is found online as a war criminal in the former Yugoslavia and now with Putin's paramilitary forces in several countries, Syria and Ukraine.
Musliu said that during the war in Kosovo, Savicic was known by the nickname ELVIS.
"There are Serbian voices who say that together with Savicic, the murder in the PANDA cafeteria was committed by a Serb paramilitary from Peja. His name is Zoran Stevancevic, who joined Arkan's people in 1998," Musliu told Kosovapress.
He further added that information about Savicic is found everywhere in 'open sources', but now Kosovo must put more pressure on the international community and Serbia itself for Savicic to be handed over to Kosovo as a war criminal, despite the fact that he is in Russia and says he is involved in construction.
