Former Pacolli Associate Valon Lluka Detained in Kosovo
Valon Lluka, former director of Mabetex Holding and former administrator of the concession company “Vlora International Airport”, has been detained by Kosovo Police for 48 hours on the order of the State Prosecutor.
Lluka is suspected of fraud, misuse of foreign property, abuse of economic authorizations and entering into a harmful contract, according to Kosovo’s Prosecution Office. Authorities said investigators are continuing to examine the circumstances of the case, while the prosecutor is expected to consider whether to seek additional security measures.
Lluka previously became involved in a public dispute with businessman and former Kosovo foreign minister Behgjet Pacolli, after being dismissed as administrator of the Vlora airport concession company in 2025.
At the time, Lluka said he had refused to sign a document that would have made the concession company a guarantor for a €100 million loan. Pacolli, meanwhile, accused his former associate of alleged abuse of office and misappropriation of funds — allegations Lluka denied.
Pacolli has also publicly alleged that payments exceeding €1.5 million, as well as a separate payment of around €1.6 million to a company in Abu Dhabi, were linked to suspected abuses involving companies within the Mabetex Group. Pacolli said investigations into Lluka-related allegations were also taking place in the United Arab Emirates.
The allegations remain subject to investigation, and Lluka has not been convicted of any of the offenses for which he is currently suspected. :::
