Kosovo Parliament Faces Key Vote on Specialist Chambers Law as Presidential Deadline Nears

Kosovo’s parliament is set to convene an extraordinary plenary session today at 9 a.m., with 22 items on the agenda. At the center of the session will be proposed amendments to the law governing the Kosovo Specialist Chambers and the Specialist Prosecutor’s Office.

A protest organized by the Organization of War Veterans is also expected outside the parliament building. The group is calling for the proposed amendments to the law to be approved. Protesters have remained outside the parliament throughout the night ahead of the session.

The draft legislation is scheduled to be reviewed first at 8 a.m. by the parliamentary Committee on Legislation, before being considered by lawmakers in plenary an hour later.

The issue was also at the center of Saturday’s meeting between Prime Minister Albin Kurti and Democratic Party of Kosovo leader Bedri Hamza. Following the meeting, Hamza said discussions had concluded and called for the legislation to be approved through two readings first. He said the issue of the presidency could then be addressed, adding that the PDK was prepared to provide its support.

Meanwhile, the next two days are also critical for the election of Kosovo’s new president. Lawmakers have today and Tuesday, October 6, to elect a new head of state. If the process fails, Kosovo could face extraordinary parliamentary elections.

Monday’s session is therefore expected to unfold amid pressure over two major issues: the proposed changes to the Specialist Chambers legislation and efforts to unblock the process of electing Kosovo’s next president.
