Montenegrin Prime Minister Milojko Spajic has warned of alleged coordinated hybrid activities aimed at destabilizing the country, with local media reporting that Serbia and Albania may be among the countries he was referring to.

Spaji? said in a post on social media platform X that Montenegrin authorities had obtained operational security information indicating possible attempts to destabilize the country at a time when Montenegro is expected to advance its European Union accession negotiations.

According to Spajic, the alleged activities could involve officials from at least two countries in the region and potentially receive support from political actors and parts of Montenegro’s media landscape.

The prime minister did not publicly identify the countries allegedly involved.

However, Montenegrin outlet Vijesti, citing its own sources, reported that the countries in question are Serbia and Albania.

According to the report, the alleged efforts could be aimed at influencing Montenegro’s political stability and obstructing its progress toward EU membership.

There has been no public confirmation from Albanian or Serbian authorities of the allegations reported by the Montenegrin media.

The term “hybrid activities” generally refers to the use of a combination of methods to exert pressure or interfere in another country’s political, social or security environment. These can include political influence, disinformation and other information operations, economic pressure, cyber activities and, in some cases, military means.

The allegations come as Montenegro continues to pursue EU membership, with the country seeking to advance further in its accession process.
