The Special Prosecutor’s Office (SPAK) has seized a villa in the Green Coast complex in Palasë as part of its ongoing investigation into former Infrastructure and Energy Minister Belinda Balluku.

According to SPAK, Balluku is suspected of being the beneficial owner of the property, which investigators allege was registered in the name of former footballer Igli Tare in an effort to conceal its ownership.

Prosecutors allege that the villa was partly financed through construction work carried out by Arbër Abazi, owner of Alko Impex General Construction, a company that was part of a consortium awarded a major road construction contract in Tirana.

SPAK alleges that Balluku, while serving as minister, improperly favored the company in the tender for the construction of the Outer Ring of Tirana, Lot 7, and subsequently received construction investments in the villa as an alleged illicit benefit.

The prosecutors also accuse Balluku of failing to declare the property and of using allegedly fictitious transactions to conceal its ownership. Tare is suspected of money laundering, while Abazi and his company are suspected of active corruption.

Following a request from SPAK, Albania’s Special Court ordered the preventive seizure of the property on September 9, 2026. The villa has a total property area of 478 square meters, including a 142.6-square-meter building, according to SPAK.

The investigation remains ongoing as prosecutors seek to establish the full circumstances surrounding the alleged offenses.
