'Rama Should Have Consulted with Kosovo Draft Statute on Association of Communes'

Political Commentator Ilir Kulla spoke about the draft Statute for the Association of Communes in North Kosovo proposed a few days ago by the Prime Minister of Albania, Edi Rama. 

Kulla stated at "Zone e Lire" TV Show that this document, is an attempt for the Association's statute, adding that Rama has a constitutional duty to deal with the national union and the Albanian citizens. 

Moreover, Kulla noted that the fact that Rama did not consult with Kosovo before handing over this document raises doubts. Asked if Rama will gain points or not with this move, Kulla said that it remains to be seen if it will be implemented or not. 

"The document is an attempt for the Association's charter, what is this? It is the constitution of this Association. First, Edi Rama as prime minister of Albania has a constitutional duty to deal with national unity and the citizens of Kosovo. 

Rama has consciously kept this proposal secret and has not consulted with Kosovo, and here comes the shadow and doubts. That text has those 8 points, but nothing major. He makes this firstly as a political duty and secondly for protagonism. We don't know if he will score points or not. He will gain points if this statute was implemented," said Kulla.
