State Police has put in fetters this Sunday the Former Director of Vlora’s Cadastre, Klodian Troçi, who was declared wanted on the criminal charges of "Abuse of duty" and "Forgery of stamps, stamps and forms".

According to a previous announcement by the Prosecution in charge of the investigations, EUR 60.000 were found in his apartment during the control after suspicion of having committed the above crimes.

Nevertheless, Troçi left office 2 weeks ago, but since he was not found in the apartment by the authorities, he was declared wanted.

“The Prosecution at the Court of First Instance of Vlora, has mainly registered the criminal proceeding no. their, committed in collaboration and more than once, provided by Articles 248 and 190/2/3 of the Criminal Code.

The Prosecution at the Court of First Instance of Vlora, has administered data that from the employees of D.A.M.T. at the Vlora Regional Council, in cooperation with other persons, during the years 2019-2021 illegal actions were committed, in terms of falsification of archival documents of ownership, such as AMTProperty.AMTPuse, Form no.6, etc., for residents of the villages of Himara and Dhërmi, etc. of the Municipality of Himara. These documents, which are suspected to be forged, based on the request of the interested citizens, or institutions, which required confirmations, according to the provisions of law no. 20/2020 "On the completion of transitional ownership processes in the Republic of Albania", was confirmed by the Vlora District Cadastre, their authenticity in an official way.

In order to establish the circumstances of the fact and the individualization of criminal responsibility, a considerable number of investigative actions have been carried out continuously, such as reviewing the protocol books, administration of documentary practices of land acquisition / use, review of Mortgage Registers for Cadastral Zones Vlora; seizures of documents at the relevant institutions, etc., from which evidence and data have been collected which support the reasonable suspicion of falsification of a significant number of property documents in this period of time

From the analysis of the evidence so far, the existence of reasonable suspicion was proved, based on evidence that the citizens B.GJ. in the capacity of director at D.A.M.T. of Vlora Regional Council; K.T. in the capacity of director at DAMT, Vlora Regional Council, as well as the PM, in the capacity of specialist at DAMT, Vlora Regional Council, for the respective period of time, have performed actions contrary to the regular fulfillment of duty, performed in cooperation, as for a considerable number of practices, although it has been ascertained by them that the property documents of the citizens, had forged character interventions in form and content, they have counted them, confirming and forwarding them to the citizens or requesting institutions. The existence of reasonable suspicion was also proved, based on evidence that citizen S.D. resident of Dhërmi village, Himara Municipality is the perpetrator of the criminal offense of "Falsification of forms" committed in collaboration, and more than once, provided by Article 190/2 of the Criminal Code;

For the purpose of the preliminary investigation of this criminal proceeding, the Prosecution at the Court of First Instance of Vlora has ordered the detention of citizens B.GJ .; K.M. and S.D. detentions which were executed by the judicial police services on 14.10.2021. During the search of the apartment of the citizen B.GJ. it turns out that numerous material evidences were found and seized, practices of D.A.M.T Vlora Regional Council, Office of D.A.M.T. Saranda, as well as 33 original court files, which belong to the archival fund of the Vlora Judicial District Court”, announced the Prosecution earlier on.
