Prosecution of Elbasan announced this Friday incompetence for the file of Laert Haxhiu's group, passing it to the Social Prosecution against Organized Crime and Corruption (SPAK).

Initially, this prosecutor started the investigation for a murder that happened in Peqin where the suspect was Artan Tafani, the latter after being arrested by the Tirana Police, has shown at least six murders and other events that happened in Tirana and Durrës.

Furthermore, he has shown that the murders were directed by the group of Laert Haxhiu, arrested a few months ago in Greece.

As for the file of Artan Tafani and 11 other people, it will be the Special Prosecutor's Office that will continue the investigations.

"Prosecutor's Office at the Court of First Instance of Elbasan General Jurisdiction, on the basis of the investigative material received from the Local Police Directorate of Elbasan, has registered criminal proceedings no. 1599, of 2021, which refers to the criminal offenses provided by articles 78 and 25, and 278 of the Criminal Code.

As a result of the investigation within this proceeding, there are reasonable doubts that the persons under investigation are the perpetrators of the murder of the citizen A.S., an event that occurred on 17.10.2021 in Peqin.

Also, from the investigations carried out with special investigation methods, it is suspected that these citizens, in cooperation with other citizens, are the authors of some serious criminal events (murder, destruction of property with explosives, violent theft, provision of conditions and means to commit murder , etc.) occurred in the time period 2021-2023 in several different cities in the country such as Elbasan, Tirana, Lushnje, Tepelën, Korçë and Durrës, for which there are proceedings registered by the relevant prosecutions of the general jurisdiction, proceedings that have transferred for subject competence to the Prosecution of the First Degree of the General Jurisdiction Elbasan and joined in a single proceeding with No. 1559 of 2021 for the criminal offenses provided by articles 78 and 25, 78/a and 25, 78 and 22 and 25 , 152 and 25, 80 and 25, 139 and 25 and 278 of the Criminal Code.

Assessing that in the present case the elements of the criminal offense provided for by article 333/a of the Criminal Code "Structured criminal group" and "Commitment of criminal offenses by criminal organization and structured criminal group", provided for by article 334 of the Code Criminal, we have appreciated re-evaluating the issue of subject competence for this criminal proceeding.

On 18.10.2023, the declaration of subject incompetence was decided for the investigation of criminal proceedings no. 1559 of 2021 of the Prosecution at the Court of First Instance Elbasan.
