Incinerators, SPAK Sends Socialist Ex-Officials on Trial
Special Prosecution against Organized Crime and Corruption (SPAK) has concluded this Tuesday investigations into the Fier incinerator affair and has sent for trial the former Minister of Environment, Lefter Koka; former Secretary General of the Ministry of Environment and former Socialist Party (SP) MP, Alqi Bllako, as well as other officials.

Based on SPAK's announcement, former Minister Koka will face the criminal charges of "Abuse of office", "Passive corruption of high state officials or local elected officials" and "Laundering of the proceeds of a criminal offense or criminal activity".

On the other hand, former Member of parliament, Bllako will be tried on the charges of "Abuse of duty" and "Passive corruption of high state officials or local elected officials".
"Special Prosecutor's Office against Corruption and Organized Crime in Tirana, dated 19.12.2022, submitted the request for the trial of criminal case no. 187 of 2020, against the defendants:
Lefter Koka, Former Minister of the Environment, accused of criminal offenses "Abuse of office", in collaboration, "Passive corruption of high state officials or local elected officials", provided by articles 248, 25, 260 of the Criminal Code, as and "Laundering of the proceeds of a criminal offense or criminal activity", in cooperation, provided by article 287 paragraph 1, letters "a" and "b" of the Criminal Code, carried out in the qualifying circumstance "in cooperation", according to article 287 paragraph 2 of the Criminal Code.
Alqi Bllako, Former Secretary General of the Ministry of Environment, accused of the criminal offenses "Abuse of duty", in cooperation, "Passive corruption of high state officials or local elected officials" (twice), provided by articles 248, 25 , 260 of the Criminal Code", notified the Special Prosecution among other things.
