President Turns Back to Parliament Butrint Park Concession

President of the Republic, Ilir Meta turned back to Parliament the Agreement for the Administration of Butrint Park, for further review. 

In his arguments, the Head of State underlined that the agreement in question violates concrete provisions of the Constitution and the constitutional principles of the rule of law, as well as the universal principles and values that are protected in the preamble of the Constitution, thus directly violating the Albanian public interest.

Among others, President Meta added that the Agreement contradicts the jurisprudence of the Constitutional Court and that the practice followed by the executive and the Albanian Parliament turns out to have not provided the opinion of independent local expertise that has in-depth knowledge of Butrint National Park. 

Full arguments by the President below: 

President Meta: It violates concrete provisions of the Constitution and the constitutional principles of the rule of law; 

President Meta: It violates the universal principles and values ??that are protected since the preamble of the Constitution, thus directly violating the Albanian public interest; 

President Meta: It violates the Paris Convention and is not in line with the principles protected by UNESCO; 

President Meta: Contradicts the jurisprudence of the Constitutional Court; 

President Meta: The practice followed by the executive and the Albanian Parliament, turns out that it has not realized and has not provided the opinion of the independent local expertise that has in-depth knowledge about the Butrint National Park, its sub-areas and archeological sites; 

President Meta: The procedure followed did not guarantee a wide and in-depth process of public consultation, thus bringing a low quality product and a public debate on this issue; 

President Meta: Avoids the audit through independent constitutional institutions of the economic-financial activity regarding the revenues that will be created and the way of their use; 

President Meta: Due to the lack of comprehensive consultation, this law is the product of a process that has violated the Resolution of 19 May 2022, adopted by the European Parliament.
