Resolution Against Dick Marty's Report on Organ Trafficking Submitted to CoE

Albania has submitted to the Council of Europe the resolution against Dick Marty's report on the baseless claims about the illegal trade of organs in Kosovo and Albania, which was approved by the Parliament of Albania on July 21. 

Resolution contains the assertion that the claims from Dick Marty's report, even after 10 years of investigation, have not been proven and are not based on facts, as well as calls for the Parliamentary Assembly of the Council of Europe to prepare a new report in which they will investigate allegations of illegal trade in human organs. 

"The Permanent Mission of the Republic of Albania to the Council of Europe expresses its compliments to the permanent representations of member countries and observers in the Council of Europe and has the honor to inform that the Assembly of the Republic of Albania approved on July 21, 2022, the Resolution on baseless claims for illegal trafficking of human organs in Kosovo and Albania", says the note. 

This verbal note further states that the resolution attached to the note is a response to Resolution 1782 (2011) of the Parliamentary Assembly of the Council of Europe, "Investigating allegations of inhumane treatment of people and illegal trade in human organs in Kosovo", which based on the report (Document 12462, dated January 7, 2011) by Dick Marty, Kosovo media reported. 

"According to the resolution approved by the Parliament of Albania, on July 21, 2022, the claims made in the Dick Marty Report about the killing of people for the purpose of collecting and selling their organs and the illegal trade of human organs in Albania and Kosovo, which are listed in paragraphs 1 and 4 of Security Council Resolution 1782 (2011), after more than ten years of in-depth investigations by the EU Special Investigative Force and its successor, the Office of the Specialized Prosecutor, remain unaccounted for unproven and not based on evidence and facts and therefore should be seen as such by all national and international institutions", the note emphasizes. 

Moreover, in the note verbale of Albania's mission to the Council of Europe, it is stated that the resolution of the Assembly of Albania requires the Parliamentary Assembly of the Council of Europe to make a follow-up report and review Resolution 1782 (2011), reassessing the accusations of illegal trafficking of human organs in Albania and/or Kosovo. 

"Albania's permanent mission requests the permanent representations of the member states and the observers in the Council of Europe to convey to their competent state bodies the Resolution on the baseless accusations of illegal trafficking of human organs in Kosovo and Albania. The Permanent Mission of Albania to the Council of Europe uses this opportunity to reiterate the expressions of deep respect to the permanent representations of member states and observer states of the Council of Europe", it is said in the Albanian note.
