U.S. House Resolution 166 Introduced with Over 150 Signatures Backing Iranian People’s Demand for a Democratic Republic

The US Congress has introduced one of the most significant resolutions in support of the Iranian Resistance since Trump took office. The resolution condemns the Iranian regime’s repression and calls on the United States to work with Albania to protect the Mujahideen community in Ashraf 3.

On February 26, 2025, House Resolution 166 (H.Res. 166) was introduced in the U.S. House of Representatives with bipartisan support from over 150 lawmakers, including committee and subcommittee chairs. The resolution affirms support for the Iranian people’s right to establish a democratic, secular, and nonnuclear republic while strongly condemning the Iranian regime’s terrorism, human rights abuses, and regional aggression.

Backing the Iranian People’s Resistance and the Ten-Point Plan

The resolution explicitly acknowledges that the Iranian people have rejected all forms of dictatorship, including both the ruling theocracy and the monarchical regime, and have demonstrated their will for fundamental change through nationwide protests, particularly in 2018, 2019, and 2022. It recognizes the role of Iran’s Resistance Units in mobilizing protests inside the country against the regime’s oppression.

H.Res. 166 also highlights the Ten-Point Plan proposed by Maryam Rajavi, President-elect of the National Council of Resistance of Iran (NCRI), as a viable and democratic alternative to the current regime. This plan calls for a democratic republic based on universal suffrage, free elections, gender equality, separation of religion and state, a nonnuclear Iran, and peaceful coexistence with other nations. The resolution notes that this plan has gained support from over 4,000 parliamentarians worldwide, including 243 bipartisan U.S. House members, majorities in 33 legislative assemblies, 130 former world leaders, and 80 Nobel laureates.

Condemning the Iranian Regime’s Human Rights Abuses and Nuclear Violations

H.Res. 166 highlights the systematic human rights violations in Iran, particularly against women, political prisoners, and ethnic and religious minorities. It underscores the executions of over 500 prisoners, including at least 17 women, within the first four months of President Masoud Pezeshkian’s tenure and calls for accountability for the 1988 massacre of political prisoners, in which up to 30,000 political prisoners, primarily supporters of the People’s Mojahedin Organization of Iran (PMOI/MEK), were executed.

The resolution also condemns Tehran’s expansionist military operations, including its funding of terrorist proxies, attacks on international shipping, and its role in destabilizing the Middle East. It further denounces the regime’s nuclear ambitions, citing Iran’s violations of the Non-Proliferation Treaty (NPT) and its stockpiling of near-weapons-grade uranium.

Call for Action: Recognizing the Right to Resistance and Protecting Dissidents

A key provision in H.Res. 166 is its recognition of the Iranian people’s right to resist against the regime’s oppression. The resolution calls on the international community to support Iranian protesters and Resistance Units in their struggle against the Islamic Revolutionary Guard Corps (IRGC) and other repressive forces.

It also raises concerns over Tehran’s transnational repression, particularly the regime’s threats against Iranian dissidents abroad. The resolution calls on the U.S. government to work with Albania to ensure the full protection of Iranian refugees in Ashraf 3, many of whom are former political prisoners and survivors of regime massacres.
