Albanian Former Minister Çabiri Passes Away
Former Albanian Minister Ylli Çabiri, who was part of Vilson Ahmetaj's cabinet, has passed away this Tuesday.
News for the passing of ex-Minister, who devoted himself to research and scientific direction after leaving politics, was made public by his own grandson.
However, Ylli Çabiri was born in the city of Elbasan and graduated from the University of Tirana, in the Faculty of Engineering. He completed his post-graduate studies in France at "Paris XI" University. He won the "Excellent" rating from the French university for his doctoral study on Albanian steels.
Until 1988, he worked as Director of the Institute of Steel Studies and Designs, then Director in the Council of Ministers, Advisor to the Minister of Foreign Cooperation and Deputy Minister of Foreign Trade.
In the first years of democracy, he was appointed Minister of Foreign Economic Cooperation in two governments; The Government of Stability, headed by Mr. Ylli Bufi and the Technical Government headed by Mr. Vilson Ahmeti. Then he worked as Advisor to the Minister of Foreign Economic Cooperation, International Expert on Monitoring and Evaluation of European Union Funding in various Balkan countries, Policy Advisor to the UN Ambassador in Tirana and Advisor to the Prime Minister.
Since 1999, he has worked as Executive Director and President of the Center for the Promotion of Human Development (HDPC) in Tirana.
He has led various studies in almost every field, such as governance, coordination of foreign aid, decentralization of power, territorial division, progress of reforms, poverty and inequality, employment, education, professional training, etc.
He has cooperated with all the donors present in Albania and has contributed to the Balkan countries with short-term consultancy contracts. Leading expert of the Human Development Reports of the United Nations Development Program for Albania and Kosovo. He was a member of the board of the Albanian-American Foundation, selected by President Obama's staff.
