Budget Revenues Up by 6.5% y/y in Jan-April

The preliminary performance of consolidated fiscal indicators for the period January-May 2025 reflects the progress of revenue collection and expenditure realization.

The Ministry of Finance announced on Tuesday that revenues for January-May 2025 reached around Lek 305.92 billion, or a realization of 100.2% of the plan for the period.

Compared to the same period a year ago, around Lek 18.7 billion lek more or 6.5% more were collected. On an annual basis, total revenues for the first five months of 2025 were realized at 40.4% of the annual plan.

According to the Ministry of Finance, the revenues collected from Taxes and Customs, for the period January - May 2025, amount to Lek 203.4 billion, Lek 1.7 billion or 0.8% more than the plan for the period January - May 2025. Compared to January - May 2024, Lek 19.8 billion or 10.8% more were collected.

Tax revenues collected by the customs administration (revenues from value-added tax (VAT) on imports, excise duties, customs duties, and mineral royalties), for the period January-May 2025, were realized in the amount of Lek 92.7 billion, Lek 3 billion or 3.3% more than January-May 2024.

According to official statistics, revenues collected from profit tax were realized in the amount of Lek 28.5 billion, Lek 899 million or 3.3% more than the period January-May 2024.

Meanwhile, revenues from personal income tax, for the period January-May 2025, are in the amount of Lek 34.1 billion, Lek 7.3 billion lek or 27.2% more than the period January-May 2024, as well as Lek 4.5 billion or 15.1% more than the plan for the period January-May 2025.

Regarding the general public expenditures, for the 5 months of 2025, reached about Lek 265.52 billion with a realization of 95.4% of the plan for the period, while compared to the same period of 2024, this item resulted in 12.1% higher or about Lek 28.6 billion more.

Current expenditures, for the 5 months of 2025, resulted in about Lek 243.42 billion, while compared to the same period of a year earlier, this item resulted 12.6% higher or about Lek 27.3 billion more.

Capital expenditures for the 5 months of 2025, resulted in about Lek 21.23 billion, while compared to the same period of a year earlier, this item resulted 2.2% higher or about Lek 461 million more.

Meanwhile, the surplus level in the 5 months of 2025 resulted in around Lek 40.41 billion. Compared to the same period a year ago, the surplus level resulted in 19.7% lower or Lek 9.9 billion less.
