Conference of Chairmen Holds 3rd Round on New President’s Election

Conference of Chairmen will convene this Tuesday at 14:30, to determine the date of the third round for the election of the next President of Albania as the second round failed.

Prime Minister Rama blamed the opposition for the second failure, while the latter accused the majority of breaking the agreement, as he saw that their candidates could not be tempted.

On his part, Democrat Enkeljed Alibeaj confirmed that he will attend this meeting to seek answers from the majority again if he stands by the agreement reached in the negotiations.

Even in this round, the opposition has the right to nominate a candidate according to the agreement between the two parties, and in the opposite case, the majority has stated that it will elect the new president itself.

On Monday morning, the Committee on Legal Affairs convened to review the candidacies for the election of the new President of the Republic, although until the deadline which was Sunday, no candidacy was submitted, causing the failure of second round.  

Negotiations for the election of the country's new president between the majority and the opposition have been suspended, after the chairman of the Democratic Party (DP) parliamentary group Enkelejd Alibeaj said that the Socialist Party (SP) has broken the agreement reached by consensus.  

In its claim, the majority stated that Alibeaj was misunderstood, as they agreed that the opposition would make proposals for the presidential candidates in the second and third rounds, while the Socialists would have the opportunity to make their proposals in the last rounds. 

Meanwhile, the Assembly today will hold a plenary session to hold the second ballot for the election of the new President.  

If the opposition continues not to formally nominate candidates for the presidency, then a majority will give Albania a new head of state in the fourth round. 

On its part, the Democratic Party withdrew from the process for the election of the head of state in the second round on Friday, accusing the majority of violating the agreement reached on Wednesday. 16:00 was the deadline to deposit the candidates in the protocol of the Assembly, but such a thing did not happen. 

In fact, such a thing was warned by the chairman of the Socialist Party, Edi Rama. In a statement to the media last week, Rama said that the SP does not have 84 votes, so until the third round it will not propose any name. This was confirmed on Wednesday by the head of the Parliamentary Group and the number two of the SP. 

In fact, in the second and third round it was decided that the candidacies be proposed by the opposition, specifically by a part of the PD group. 

"The parties agree in advance on the criteria for the selection of the President of the Republic. Agreed criteria are published immediately; the parliamentary opposition proposes 4 candidates for President of the Republic, who come proportionally from different fields, which are predetermined in the criteria determined according to point 1. These proposals are subject to public consultation in advance; the majority selects 2 candidates who enjoy the greatest trust ", it was said in the first three points of the agreement publicly agreed in the Offices of the Assembly on Wednesday. 

But it seems that the process remained in half and such a thing, apparently, was foreseen by the leadership of the Democrats. At the last meeting of the Parliamentary Group, only a small number of MPs proposed their names. 

Meanwhile, neither Enkelejd Alibeaj, nor Gazment Bardhi nor Jorida Tabaku had any name for a new President. 

As the opposition group was waiting for the two names of the allies and then to be subjected to a vote within the group to choose the 4 candidacies that would be sent to the SP, Alibeaj announced the cancellation of the meeting, claiming that the SP had violated the point 4 of the agreement. 

The majority said that it was ready to discuss the candidacies brought by the opposition and if it saw a suitable candidacy, it would vote for it, but refused to sign the candidacy proposed by the DP, namely for the candidacy to go to Parliament with joint votes.
