Fight against Evasion, Plus EUR 150M Expected
The fight against fiscal evasion will be one of the main generators of revenue growth in the 2025 budget. According to the report that accompanies the 2025 draft budget, the revenue from good administration means the fight against informality is foreseen to reach Lek 15.1 billion next year (Euro 150 million). This amount is as much as 28 percentage points of the increase in tax revenues by 2025.
The projection of income from taxes and customs as well as from social and health insurance contributions for the year 2025 is expected at Lek 52.9 billion, of which Lek 15 billion will be realized from good administration.
The first anti-evasion measure aims to increase VAT tax compliance by 2027, with an increase in the turnover declaration of 14% of VAT-declaring taxpayers, according to official information from the Ministry of Finance.
The second measure is decreasing cash payments in the economy. The aim is that by 2027 the use of cash will be reduced through tax measures and most taxpayers will accept card payments.
The third measure is related to the investigation of unjustified wealth. The aim is that by 2027 the systems, registers, and capacities for the investigation of unexplained assets will have been created and over 500 investigations of taxpayers and over 200 investigations of individuals have been carried out.
The third measure is the reduction of tax evasion. The aim in 2027 is to create the instruments to investigate cases of tax evasion. The fourth measure is related to the reduction of undeclared work and under-declaration of real salary. The aim of the government is that within 2027, 40,000 new employees will be included in the system, as well as 120,000 employees will benefit from the increase in the real salary declaration.
The fifth measure is related to reducing compliance costs and increasing tax security and confidence in the tax administration. The aim is to increase the voluntary compliance of taxpayers and trust in the tax administration by 2027.
