Fight Against Violent Extremism, CVE Center's Head Visits Norway
Week of democracy took place on May 2 - 6, 2023, in the city of Kristiansand in Norway, where 15 delegations from 15 different countries of Europe and beyond participated in the framework of the Week of Democracy.
In this activity, the Albanian delegation was headed by the Director of the Coordination Center against Violent Extremism, at the same time the National Coordinator against Violent Extremism, Denion Meidani, accompanied by the deputy coordinator, Ermal Jauri; Executive Director of the organization International Voluntary Projects/PVN, Oltiana Rama; The Coordinator of the Albania Office of Terrdes Home Albania, Enkelejda Kallciu, as well as a working group from both organizations have conducted a study visit to Norway.
The purpose of the visit organized and coordinated by the working group composed of the organization PVN (Oltiana Rama); The Municipality of Kristinasand (Kim Henrikson) and the Euro-Atlantic Albanian Lobby (Daut Haxhaj), was familiar with the Norwegian models of the prevention of violent extremism and the fight against terrorism, the mechanisms of cross-sectoral and inter-institutional state coordination, as well as the construction of cooperation bridges between institutions and organizations between the two countries.
Two mechanisms investigated during the visit, namely the "BARNAHUS" model of the Norwegian Police and the "PLATFORM" of the Norwegian municipalities, which have proven to be useful and very functional in the capillary and special coverage of cases of radicalism and violent extremism with minors thanks to the establishment of the role of the Coordinator against Violent Extremism at the local level and the establishment of the referral system in the education system. Referral and coordination between institutions as well as preventive policies were considered as very good practices of proactivity in the community, which can undoubtedly serve as an example of success for implementation in Albania.
In addition to the conference and round tables organized by the Norwegian side for the week of democracy with a focus on the fight against violent extremism and terrorism within the framework of the week of democracy, Meidani also held bilateral meetings with the Norwegian Police of the Agder region, which was represented by its leaders .
The Norwegian State Police represented at the meeting with representatives attended by the Chief of Anti-Terrorism of the Norwegian Police; Regional Coordinator for the Prevention of Violent Extremism in the Norwegian Police Sara Johansen; The Head of the Regional Intelligence Department in the Norwegian Police, the Chief of the Police Station in Kristiansand, the Norwegian Police Case Interrogator and a number of specialists and heads of crime prevention offices. The cooperation of two parties between the HCEC and the Norwegian Police for the exchange of experiences and comprehensive joint training in this field was also discussed.
During the stop at the multi-functional police center in Kristiansand "Barnahus", Meidani got to know closely the way this center functions and operates in relation to the treatment of cases of families of radicalized persons.
In Kristiansand Municipality, he was received by the Director General of the Municipality, Camilla Dunsaed; Counselor for the Coordination of Intercultural Dialogue, Kim Henrikson and Coordinator for the Prevention of Criminality and Radicalism, Johanne Marie Benitez Nilsen.
Meidani and the delegation got to know the actors involved in dealing with cases of radicalization and violent extremism on the functioning of support groups in schools, inter-institutional cooperation between the municipality, the police, social services, child protection services and all actors of the first line.
Further, the meetings continued in the relevant management department of the "PLATFORM" system – a platform between 25 municipalities in Norway, the police and various researchers for the prevention of radicalism. Also, the Albanian delegation held meetings with a number of other organizations and actors involved in the fight against violent extremism and terrorism, such as the "RVTS network" organization, which was represented by its leader, Erik Solaas Gundersen.
RVTS is a regional center in the prevention of radicalism and violence, prevention of traumatic stress and suicides. The "FIDA" organization, represented by Ole Hortemo, former head of Kristiansand Police and the Albanian Euro-Atlantic Lobby, represented by leader Daut Haxhaj.
Democracy Week in Norway takes place within the framework of the European Union project "Strong Cities Network". Meidani held other meetings in Oslo with various officials of institutions involved in the fight against violent extremism and terrorism.
