General Prosecution: 7 Arrested, 34 Criminal Proceedings Registered Concerning Election-Related Offenses

General Jurisdiction Prosecution Offices at first-instance courts have registered a total of eighty-seven criminal complaints, commenced thirty-four criminal proceedings, and arrested seven people for election-related offenses.
As of May 12, 2025, these prosecution offices have reported the following on election-related criminal offenses:
•    A total of eighty-seven allegations have been filed for offenses specified in Articles 325, 326/a, 327, 328, 328/a, 328/b, 329, 329/a, 331/a, and 332/a of the Criminal Code.
•    The sources reporting such allegations include: judicial police in forty-nine cases, SPAK in fifteen cases, political parties in nine cases, eleven cases initiated ex officio from prosecution itself, and private citizens in three cases.
•    These allegations have been registered across various District Prosecution Offices such as: eight in Fier, five in Saranda, four in Durrës, twenty-one in Tirana, three in Gjirokastra, four in Kukës, seven in Lezha, fifteen in Dibra, two in Vlora, four in Korça, two in Shkodra, eleven in Elbasan, and one in Berat.
•    Thirty-four criminal proccedingshave been initiated in relation to these allegations, covering offenses under Articles 325, 326/a, 327, 328/a, 328/b, 329, 329/a, 331/a, and 332/a of the Criminal Code.
Fier Prosecution Office has initiated five criminal proceedings: two related to Article 325 of the Criminal Code, one under Article 328/a, one under Article 328/a, paragraph 4, and one under Article 328 of the Criminal Code. Gjirokastra Prosecution Office has initiated three proceedings concerning offenses under Articles 326/1 and 329/1 of the Criminal Code. Elbasan Prosecution Office has commenced eight proceedings related to offenses under Articles 328/a, 248, 332/a, 134/1, and 287/b of the Criminal Code. Durrës Prosecution Office has initiated a single proceeding for offenses under Articles 328/a and 248 of the Criminal Code. Dibra Prosecution Office has commenced two proceedings for offenses under Articles 237/5 and 328/a, paragraph 4 of the Criminal Code. Shkodra Prosecution Office has initiated two proceedings for offenses under Articles 328/a and 328/b of the Criminal Code. Saranda Prosecution Office has initiated two proceedings related to offenses under Articles 325 and 326/a of the Criminal Code. Kukës Prosecution Office has initiated one proceeding concerning an offense defined by Article 328/a of the Criminal Code. Korça Prosecution Office has initiated two proceedings regarding offenses under Articles 328/a, 329/2, 237, 89, and 25 of the Criminal Code. Vlora Prosecution Office has initiated one proceeding for an offense as provided for in Article 328/a of the Criminal Code. Lezha Prosecution Office has commenced three proceedings related to offenses under Articles 327, 329, and 278 of the Criminal Code. Tirana Prosecution Office has initiated four cases concerning offenses as stipulated in Article 327/1 of the Criminal Code.
•    Due to the subject matter jurisdiction, a total of six criminal allegations have been referred to SPAK, originating from Durrës, Lezhë, and Dibër Prosecution Office, along with two criminal proceedings from Fier and Shkodra Prosecution Offices.
•    Of the registered criminal allegations, twelve were dismissed, including five from Tirana, two from Kukës, two from Dibra, and one each from Saranda, Fier, and Elbasan Prosecution Offices.
•    A criminal proceeding initiated by Dibra Prosecution Office, related to criminal offence under Articles 237/5 and 328/a, paragraph 4, has been brought to trial with one defendant, but without a personal security measure. On the other hand, a case from the Gjirokastra Prosecution Office, concerning offences under Article 326/1 of the Criminal Code, has been taken to court with a request for dismissal.
•    Seven persons have been arrested in flagrante delicto for election-related offenses: four by Tirana Prosecution Office, one by Elbasan Prosecution Office, one by Lezha Prosecution Office, along with one by Fier Prosecution Office.
•    Elbasan Prosecution Office has issued detention orders for four persons.
•    The remaining allegations are currently under verification.
