New Customs Requirements for Carriers; EU

From April 1, 2025, all rail and road carriers sending goods to or through the European Union will be obliged to submit advance data on goods through the new “Import Control System 2” (ICS2) system.

The news was announced in a press release by the Tirana Chamber of Commerce and Industry, which emphasized that this requirement includes the submission of an Entry Summary Declaration (ENS) before arrival in the EU.

According to the Chamber of Commerce, operators who are not yet ready should contact the National Helpdesk in the country where they are registered and have obtained an EORI number to request an implementation window until March 1, 2025.

This document is provided only upon request of the operator. “In case of any uncertainty, the European Commission organizes monthly online seminars to help economic operators prepare for ICS2. The next seminar will be held on 5 February 2025. However, upon request from economic operators, the European Commission may also organize seminars based on the specific needs of each country or region,” the announcement reads.

“These rules also affect postal and express carriers, logistics providers, and, in some cases, final recipients in the EU. To avoid customs delays, companies should prepare immediately by collecting accurate data, developing IT systems, and completing the necessary testing,” the chamber said in a press release.
