Partizani Complex, Ex-Minister of Economy Appears at SPAK
Former Minister of Economy, Genc Ruli, appeared this Tuesday morning in the Special Prosecution against Corruption and Organized Crime (SPAK), where he will be questioned about the privatization of the "Partizani" complex.
Albaniandailynews.com has learned that the former minister will give statements and facts today regarding the verifications started for the privatization of the former complex in question.
A day ago, the former head of the Logistics Support Command of the Armed Forces, Vladimir Qiriazi, also testified in SPAK.
Earlier, the former Minister of Defense and currently MP, Fatmir Mediu, also testified on the same issue in SPAK.
Object of this investigation is the chain of false official written actions, made by the Prime Minister, the Ministry of Defense, the Ministry of Economy, the State Archives, the Property Restitution-Compensation Agency, the Privatization Agency, the Mortgage and the representative of the extortionate beneficiaries.
Meanwhile, the subject of the investigation are the ordering persons: Former Prime Minister Sali Berisha, former ministers Fatmir Mediu, Arben Imami, Genc Ruli and Jamarbër Malltezi, the son-in-law of Sali Berisha, who submitted false property documents to institutions.
According to the information, the National Bureau of Investigation has requested these documents from these 2 ministries:
- Letter No. 280/1, dated 31.10. 2005 of the Minister of Economy, Genc Ruli, addressed to the Minister of Defense Fatmir Mediu, with object: Proposal for the privatization of the "Partizani" Complex.
– Letter-Answer No. 9549, dated 14.11.2005 of Minister Fatmir Mediu, returned to Minister Genc Ruli, with the object: "Acceptance of the proposal-request for the removal of the complex "Partizani" with an area of ??33 thousand m2, from the inventory of the army's properties and its privatization.
– Letters No. 638/2, No. 638/3 of No. 638/4, dated 29.08.2007, that Bamir Topi, 1 month after taking office, sent to Prime Minister Berisha and Ministers Mediu e Ruli, that the "Partizani" complex was removed from the "Military Expansion Plan", for the effect of privatization upon request theirs.
– Order No. 50/1, dated 3.09.2007 of Minister Genc Ruli, for the approval of the privatization of the complex.
- The letters that General Vladimir Qirjazi has sent to Minister Mediu, Prime Minister Berisha and President Topi, with the rejection of privatization, as an illegal act and with false title deeds.
- The list of beneficiaries of the plot of land of the "Partizani" complex and the file presented by them, as former owners and heirs, where in number 22 is the name of Jamarbër Malltez, who had 1/64 part of 33 thousand m2, while 1 week after privatization, he became the owner of 35% of the surface.
