Rama Unveils Legal Package Targeting Violence and Urban Disorder
Prime Minister Edi Rama has announced a new package of legal measures aimed at tackling violence and what he described as “urban anarchy,” following recent unrest and attacks during protests in the capital.
Speaking to the media on Sunday, Rama said the proposed package would protect peaceful demonstrations while holding individuals responsible for violence and damage to property.
“Peaceful protest is protected, violence is punished, and the damage is paid for by those responsible,” Rama said, outlining the principles behind the initiative.
The package consists of six instruments, including a normative act on compensation for small businesses affected by damage, special legislation to repair damage to small businesses, amendments to the law governing public assemblies, and the creation of a dedicated electronic register for individuals involved in acts of urban violence.
The proposed measures also include changes to the code of ethics for teachers and amendments to Albania’s Criminal Code.
Rama stressed that responsibility would be individual and that any restrictions introduced under the measures would be temporary.
“We will put out this fire of non-natural disaster, even in the face of violent protesters,” the prime minister said.
The announcement comes amid heightened tensions following protests in Tirana, where police have reported attacks on officers and damage to public buildings.
Further details on the implementation and legislative approval of the proposed measures were not provided in the statement.
