Durres Prosecution Office sought the imposition of “Remand in Custody” for four individuals involved in the criminal offenses of "Abuse of office" and "Falsification of documents," committed in complicity:

A.K., former Chief Registrar at Durrës Cadastre;
B.Z., Legal Officer at Durrës Cadastre;
L.D., Cartographer at Durrës Cadastre;
A.D., the beneficiary.

By this decision, the arrest of A.K. is enforced. Meanwhile, three other individuals have been declared wanted, as the security measure "Remand in Custody" was imposed on them. They are suspected of committing the criminal offense of "Abuse of office" in complicity as outlined in Articles 248 and 25 of the Criminal Code, and "Falsification of documents," as stipulated in Article 186/2 of the Criminal Code, for A.D.

The investigations under criminal case no. 670 of 2024 revealed that A.D. in complicity with Durrës SCA employees A.K., B.Z., and L.D., registered a 12,900 m² agricultural property in Lalëz, Durrës, without any legal documentation. This property was previously classified as state-owned.

This property was registered in contravention of Law no. 9948, dated 07.07.2008, "On the legal validity of property titles," as amended, as it was registered based on a court decision that required the municipality to issue the AMTP (act of taking possession of land). Investigations revealed that no AMTP was ever issued for this property by the relevant authorities, and there is no documentation or application in SCA regarding this property.

By Decision no. 488, dated 28.07.2024, Durrës District Court decided on a "Preventive Seizure" of this land.
