Second Round to Elect New President Fails

The second round of voting for the new President of the country failed. The deadline set until 16:00 this Sunday has passed without any name proposed by the Socialist Party and the opposition. 

The Conference of Chairmen convened last Tuesday decided that today until 16:00, the candidates with 20 signatures of MPs to be deposited in the headship of the Assembly and then the Law Committee will meet to review the names.

Although the week began with a pact between the majority and the opposition giving the latter the right to nominate candidates in the second and third rounds, the consensus lasted less than 48 hours. 

On Friday morning, the socialist parliamentary group issued a short statement recalling that the agreement between the parties is for the opposition to bring a name to the second and third rounds, which should come with supporting firms. 

This means that on Monday in Parliament, MPs must vote for a name that comes with the signatures of at least 20 opposition MPs. "Two days ago we agreed that in the second and third round we will not nominate a candidate and it is up to the opposition to propose. The proposal for President should come with the support of the opposition. If the president is not elected in these two rounds, in the fourth round we will propose. The meeting was public and this was agreed in the presence of the media", it is said in the statement of the SP. 

But on the other hand, the Democrats have reacted through the deputy chairman of the parliamentary group, Oriola Pampuri, who has once again published point 4 of the DP document.

"The agreement of the Socialist Party with the DP document on the proposal and signing of signatures for the presidential candidate clearly states that the final name proposed for the second round must have the support of all parties or clearly stated will be co-proposed. Mr. Balla in the bilateral meeting in the eyes of journalists and cameras, agreed to accept a fixed document such as the one proposed by the DP group", writes Pampuri. 

Point 4 states that “A Commission composed of 6 members: 3 parliamentary majority and 3 parliamentary minorities, reviews the 2 selected candidates and agrees on the selection and joint proposal of one of the candidates. The selected candidacy is subject to voting in the plenary session". 

According to her, “now the SP has only one choice: to support with signature the candidacy proposed by the opposition and to agree in the negotiations between the parties. The other way is also only one: To do what it knows how to do best, to break the rules agreed upon by it. This is clearly defined in point 6 of the DP Group document: The unilateral violation of the rules of procedure is officially notified to the parliamentary majority and published immediately. In case the violation is not repaired or in case of their repeated violation, the parliamentary opposition withdraws from further participation in the process, publicly stating the cause."
