Tirana Prosecution Initiates Investigations into Injuries Sustained by E.V. During Protests and Disproportionate Use of Force by Police
Tirana Prosecution has initiated ex officio criminal proceedings under case No. 7806/2026 for the criminal offences under Articles 248 and 250 of the Criminal Code, regarding the injuries sustained by citizen E.V. during protests held in the capital.
Immediately after the incident of 24 October 2026, Tirana Prosecution Office undertook the necessary investigative actions. These included obtaining video footage provided by the Bank of Albania, securing the injured person’s medical records from the University Trauma Hospital, and working with the Police Oversight Agency (AMP) on further investigative steps.
Furthermore, within these investigations, steps are being taken to establish the appropriate channels of communication with the Italian authorities for the transmission of a letter rogatory directly to them.
The investigation is ongoing to fully clarify the circumstances of the incident and document the findings in accordance with the applicable legal provisions.
The same criminal proceedings also cover injuries sustained by several other citizens, amid suspicions that certain State Police officers used disproportionate force during the protests.
To date, approximately 20 medical records of injured citizens have been collected, and the cases are being verified in cooperation with the Police Oversight Agency (AMP).
