'5 May' Residents Affected by Earthquake Sign Contracts with Tirana Municipality

Sources from the Municipality of Tirana suggest that a considerable number of residents affected by the project of the new neighbourhood of "5 Maji", have agreed and completed the documentation to be equipped with a house, according to the DCM approved by government in september 2021, through the compensation process. 

The same sources say that the Municipality of Tirana is continuing with the signing of contracts with the residents of the area, according to what the DCM provides. 

Based on the decision approved by the government, it is ensured that all residents affected by this project will receive full compensation, through the exchange of their property with the new facilities that will be built in the new neighbourhood. 

Likewise, the owners of apartments in the process of legalization, will now benefit from the same area in square meters, in the new buildings that are being erected in the same area. 

"In the neighbourhood "5 Maji" in Tirana is working rapidly for the construction of new buildings, which will house families whose homes were severely damaged by the earthquake of November 26, 2019. Expropriation for public interest, in function of the reconstruction process for the development of the new area, in accordance with the mandatory local plan, through compensation with exchange, for all assets affected by the project "For the new area for development', in administrative units 4 and 8, area '5 Maji', Municipality of Tirana”. 

The owners of immovable properties are expropriated, through exchange compensation, for the properties of the type “land”, “residential building” and “non-residential building”, it is stated in point 1 and 3 of decision no. 533, dated 22.9.2021. 

Beneficiaries of this project will also be families who have had illegal constructions, expropriating 100% of the area of ??the building without a permit. The construction area in new residential buildings, which benefit the owners of buildings classified as illegal constructions (apartments), is 100% of the surface of the illegal building, according to the table attached to this decision. The deadline for the exchange of private property with a future state property will be at the end of the implementation of the project "For the new development zone, in administrative units 4 and 8, zone '5 Maji', Municipality of Tirana", it is stated in government decision. 

To facilitate this period, the Municipality has undertaken to provide a rent bonus to the affected residents, until they receive the keys to the new housing. 

"During the project implementation period (completion of works) citizens, if they do not own or possess other residential buildings, will be sheltered by the local self-government unit, through reconstruction programs," the government decision is quoted. For this reason, the Municipality of Tirana has already approved in the Municipal Council the procedure that will be followed by its structures for all this category of beneficiaries. 

The new neighbourhood "5 Maji" will be turned into a new urban center for 11 thousand inhabitants, with quality apartments, commercial service units, schools, kindergartens, nurseries, institution buildings, parks.
