The Albanian government has completed the legal framework required to launch licensed online sports betting, more than two years after the country's gambling law entered into force, paving the way for operators to begin the licensing process.

The Gambling Supervision Authority confirmed that all eight implementing regulations—including government decisions and administrative guidelines—have now been approved, making the legal framework for online sports betting fully operational.

The final two regulations, adopted on June 26, establish procedures for suspending or revoking licenses and set rules for managing a special fund generated by gambling activities.

Although the legislation allows for the issuance of up to 10 online sports betting licenses, authorities have not announced when the competitive application process will begin.

According to the Gambling Supervision Authority, the licensing process will be overseen by the authority, the Licensing Commission, and its technical secretariat. Once the Licensing Commission authorizes a competitive procedure, the authority must publish the official call for applications within seven days on its website, in two international newspapers, and in Albania's Public Notices Bulletin.

The government has emphasized that sports betting will be permitted exclusively online, with users required to verify their identity using a national ID card, including through digital scanning.

Authorities said licensed betting platforms will be required to maintain systems capable of tracking every user action and implementing dedicated algorithms to calculate winnings, as part of measures aimed at strengthening transparency, oversight, and regulatory compliance.

The legal framework follows a 28-month delay, which Albanian officials previously attributed to the technical and institutional complexity of establishing the necessary regulatory and technological infrastructure for the online betting market.
