Albania's Ministry of Infrastructure and Energy has launched procedures to terminate the concession contract for Vlora International Airport after the private consortium failed to meet contractual deadlines for completing the project.

The €103.9 million airport, awarded under a Build-Operate-Transfer (BOT) agreement in 2021, was scheduled to become operational by February 20, 2026, with a contractual grace period extending to May 20, 2026. However, the airport remains unfinished.

According to the ministry, the decision follows repeated delays, incomplete construction, missing contractual documentation, and the concessionaire's inability to provide a credible completion timeline. An independent engineer's latest assessment found that while about 70% of construction had been carried out, only 57% had been certified, with work slowing significantly due to disputes among consortium partners.

If the termination process is finalized, the Albanian government will need to determine how to complete the strategic infrastructure project, which was intended to expand the country's airport capacity and support tourism and economic growth in southern Albania.
