Former historical leader of Democratic Party, Sali Berisha is not allowed to participate in the Parliamentary Session, while he is in 'house arrest' security measure. 

The Appeal refused his request to be allowed to follow the Parliament. 

His lawyer Genc Gjokutaj considered the decision a violation of the constitution.

Berisha is under 'house arrest' since last December 30, for passive corruption on the case of privatization of 'Partizani'.
