Court Leaves in Force Security Measures Given by Prosecution for 22 Police Officers in Kukes

Court left in force the security measures for 22 police officers in Kukes, who are facing charges of "Abuse of Office" and "Theft through Abuse of Office" as stipulated in Articles 248 and 135 of the Criminal Code.

On March 7, 2024, January 24, 2024, and January 26, 2024, judicial police officers from the Police Oversight Agency reported to the prosecution illegal activities, involving employees of the State Police from the Road Safety Section covering Milot-Morinë highway. The initiation of investigations was prompted by the information that the head of this section submitted to the Road Traffic Directorate and the Finance Sector at the GDSP. This information aimed to verify the  payments for several vehicles with foreign license plates being fined for various violations of the Road Code. These vehicles were identified as debtors in the E-Gjoba system from January 1, 2023 to December 31, 2023.
Fines imposed on foreign-registered vehicles were collected on-the-spot by verification agents, while the amounts were not properly accounted for, raising serious suspicions of embezzlement by the police officers who issued these fines.
From January 1, 2023, to December 31, 2023, the uncollected fines for foreign-registered vehicles, by the verification agents of the Milot-Morinë Highway Security Unit, totalled 1,279,000 lekë. With late fees calculated at 60%, the total amount rises to approximately 2,123,140 lekë. This uncollected sum, related to 160 fines, is suspected to have been misappropriated by the personnel of Milot-Morinë Highway Security Unit.
