DP Statute's Changes Proposed by Berisha Unveiled

Albaniandailynews.com has provided the draft that is expected to be passed for approval this Saturday, in the National Assembly of the Democratic Party (DP), where one of its main points is the dismissal of the Chairman in case he loses the parliamentary elections, and in case the local elections are lost, the chairman will undergo the vote of confidence. 

The draft statute clearly states that if the Party chairman loses the general parliamentary elections, his term ends automatically, and he has no right to be re-elected. While in the case of local elections he needs the support of 70% of the membership in order to be considered a vote of confidence. 

What is worth mentioning, in this case, is the fact that this change in the statute is also considered "article Basha", as he is one of the Chairmen who has lost more elections and has not resigned. The voting of the DP leader will be done through the principle one member one vote. 

Another point that is said to be in the draft statute, is that for the vice-chairs, which should be 2 out of 4 that the Democratic Party currently has. In the statutory changes that have been proposed for today, it is said that in case of early termination of the mandate of the chairman, his place is taken by the secretary, until the elections. 

Another important thing in the statute is the point for proposing the lists of MPs and local elected representatives of the Democratic Party that should be proposed from the party members, thus avoiding events such as the one in 2017, where the list of MPs was approved in last minutes by Lulzim Basha. All branch chairmen who are part of the lists for MPs or locally elected, automatically end their mandate. 

Changes are also foreseen in the composition of the Steering Committee, which according to the draft should consist of: the party chairman, two vice-chairmen, the general secretary, the chairman of the national council, and 20 members who will be elected by secret ballot by the national council. 

In the draft statute proposed by Berisha, a commission with 15 members is appointed for the re-establishment of the Democratic Party, which automatically meets after the status vote by the majority of delegates in the National Assembly. 

The new statute proposed by Berisha also recognizes the right to Referendums within the Party, for issues of special importance, where all members of this political force are called to give their position with yes or no. 

According to the proposed draft, the referendum is convened by the National Assembly, the National Council, the Steering Committee, and when requested by over 7,000 party members. In these cases, it is the Steering committee and the secretariat that verify the signatures. 

The final point of the draft statute is that of repealing all decisions taken earlier by the Democratic Party. Since September 9 this year, when Basha announced the expulsion of Berisha from the parliamentary group after DOS declared him non-grata, the latter started the tour of 'Foltore' throughout the country demanding the removal of the current leader of the DP and the restructuring of the party he founded 31 years ago. 

According to the representatives of ‘Foltore’, over 5200 delegates have signed for the meeting of this Assembly, while the new statute of the Democratic Party is expected to be approved. 

The current leader of the Democratic Party, Lulzim Basha, has called this Assembly illegal and anti-US, calling it null. About 1 month ago, he announced the date of holding another DP Assembly on December 18, while both parties claim that the signatures of over 5000 delegates have been collected. Meanwhile, so far officially the DP Assembly has about 7646 delegates.
