Elbasan Police Chief Suspended for Abuse of Duty

Ulian Shpataraku, head of the Illegal Traffic and Narcotics section in Elbasan, has been suspended from his position by the Elbasan-Korçë Regional Directorate of Police Surveillance Agency. 

Police Surveillance Agency Elbasan-Korçë executed the criminal decision of the High Court, which overturned the decision of the Court of Appeal of Durrës and left in force the decision of the Court of First Instance Elbasan, for the suspension from office of Ulian Shpatarku. 

The suspension of the 38-year-old, police officer, was made in the framework of a criminal proceeding of 2022. Ulian Shpataraku was suspended from office after he neglected his duties, after accompanying Endri Filja to the police station, and released him, despite the fact that he was wanted by the police.

It is suspected that the officer, in abuse of duty, with actions contrary to the law, did not arrest a citizen declared wanted, who was accompanied in the premises of Elbasan police station,'' informs the police. 

It turns out that Endri Filja was declared wanted for local adaptation for drug use. The policemen did not register it in the police station book, hiding the association, and did not notify the prosecutor. In the file it is said that Ulian Shpataraku, contrary to the legal and sub-legal procedural rules, took a statement from Endri Filja, not making the arrest on his own initiative as it turned out that he was wanted by the police.
