Entry into EU, Effort to Cost EUR 7.6Bln
The total cost for financing the implementation of strategies until 2028 that will contribute to Albania's membership in the European Union is estimated at around Euro 7.6 billion.
The data on the total cost for the implementation of the strategies for the period 2026-2028 have been published in the Official Gazette in the decision "On the approval of the document of priority policies 2026-2028".
“The total funds needed to finance the specific activities/measures of the above strategies which will directly contribute to the achievement of the specific and strategic objectives amount to approximately Lek 750 billion or around Euro 7.63 billion (updated value for 2026-2028),” the decision states.
The Priority Policy Document 2026-2028 is the document that defines the main directions of the general state policy and is one of the most important elements of integrated strategic planning. The decision states that through this document, the process of drafting the medium-term budget and allocating financial resources is oriented toward fulfilling the established priorities.
The disbursement of the European Union support, according to the “European Commission Implementing Decision on the approval of the Reform Agendas and the multiannual work program within the framework of the Reform and Growth Facility for the Western Balkans” (for 5 countries from the Western Balkans), will be conditioned by measurable progress in implementing the reforms foreseen in the agenda. The decision was adopted by the European Commission on 23 September 2024.
According to the EC decision, the payment conditions will be determined based on the completion of qualitative and quantitative steps, according to the deadlines set for each country and for each reform.
Macro-financial stability, sound management of public finances, transparency, and budgetary oversight are general conditions that must be met for payments and the release of funds.
The total amount that our country is expected to benefit from, in principle, for the period 2024-2027 is EUR 922M (grant and loan), payments conditional on the implementation of key reforms as defined in each country's National Reform Agenda. The allocations are intended to support sectors such as business climate, human capital, digital skills, energy and green transition, and the rule of law.
