Fight Unemployment, Fiscal Evasion; EBRD

The opening of the chapters for negotiation and membership in the EU, accompanied by the reforms that are being undertaken are bringing a positive period for the Albanian economy, according to the European Bank for Reconstruction and Development.

The EBRD said that reforms will increase investor confidence, improve the business climate, and affect human capital, the green transition, and governance as a whole.

In the strategy for Albania for the years 2025-2030, the EBRD noted that the alignment of the country's laws with those of the EU will affect the reduction of informality as well as economic empowerment.

But despite this development, the country's economy is between moderate growth and numerous challenges, the EBRD said. In the strategy, it is emphasized that the country has withstood the shocks of recent years (pandemic, war, inflation crisis, etc.), but the economy is highly dependent on tourism, while a serious threat is the lack of rainfall, which can expose it to energy crises and decrease in agricultural production. For these reasons, more attention is required to investments in other energy sources. "The main negative risks arise from possible droughts, negatively affecting agricultural production and electricity supply," the strategy states.

Beyond the climate, the challenges are unresolved property issues, immigration, long-term unemployment, and corruption.

"Authorities should strengthen investigations, prosecutions, and punishments in cases of corruption, which generally remains a concern," the strategy continues.

Reforms in justice, mainly the Special Prosecution SPAK, which "has continued to deliver good results in investigations, prosecutions, and punishments in cases of high-level corruption", says the EBRD, receive a positive assessment. It is further said that SPAK has increased confidence in justice, that before the law everyone is the same, as it is cited that there have been investigations in the ranks of politics as well.

Furthermore, the EBRD has also presented the strategic priorities for the period 2025-2030 for Albania, with a focus on accelerating the transition of the green economy, support for the private sector for EU membership, it will focus on improving the investment climate, improving infrastructure and developing human capital.
