Fredi Beleri Can Be Voted Even Behind Bars
Even though he is in the cell, Fredi Beleri can still be voted on Sunday's local elections, regarding the new Mayor of Himara.
The arrest does not prevent him from being a candidate, and the ballot continues to have his name in front of Jorgo Goro.
Not only because the ballot has been produced and can no longer be changed, but also because the law does not prevent an arrested person who has not yet been convicted to be a candidate.
The law prohibits
Legally, Beleri can gather votes on Sunday, and if he is in the majority, he can be declared the winner by the Central Election Commission.
But after Sunday, if he turns out to be the winner, taking the mandate from Beleri is put into question. Two elements can endanger it: Firstly, Prime Minister Edi Rama. The law allows the government to dismiss mayors when they are caught in serious violations. And Rama has done this by himself, without any exception. From Shukri Xhelili to Fatos Tusha or Lefter Alla, without sparing anyone that justice has put behind bars.
Secondly, Beleri may lose the mayor's mandate, if he is sentenced by a final decision. All these are scenarios that become irrelevant, if Beleri is released by Sunday, or if he doesn't win in local elections.
