General Director of the Police Oversight Agency Suspended from Duty at Berat Prosecution’s Request

“Suspension from carrying out a public duty or service” was imposed on Florian Sulejmani, serving as the General Director of the Police Oversight Agency, at Berat Prosecution’s request.

The measure was imposed as part of criminal proceedings no. 613/1 of 2025, initiated for the offense of “Abuse of Office,” as stipulated in Article 248 of the Criminal Code.

The investigation assessed that the factual circumstances and evidence collected so far met both the general and specific criteria for imposing preventive personal security measures, as provided for in Articles 228, 229, and 242 of the Criminal Procedure Code.

Regarding the prosecution’s assessment and the court’s confirmation, there exists reasonable suspicion, backed by evidence, that the person under investigation transferred judicial police officers in clear violation of Article 10, paragraph 1, letter “c,” and Article 22 of Law no. 25/2019 “On the Organization and Functioning of Judicial Police,” as well as Article 62, paragraph 5, of Law no. 128/2021 “On the Police Oversight Agency.”

Moreover, there are substantial reasons that jeopardize the acquisition or authenticity of evidence. The security measure is deemed suitable in light of the need for security. It also ensures a proper balance between the significance of the fact and the sanction foreseen for the specific criminal offense to the type of security measure imposed.

Further investigative actions are ongoing to ensure a complete and thorough investigation, in line with the constitutional principle of the presumption of innocence and the exclusive role of the Prosecutor’s Office in criminal prosecution.
