HJC: New Judicial Map Has Accelerated Performance of Appeal Court

Chairwoman of the High Judicial Council, Naureda Llagami, says that with the new judicial map, to examine a case, it will take at least 6 times less than it was needed before its implementation.

During the reporting to the Parliament of Albania, for the year 2022, Llagami stated that the average time required for examining cases varies depending on the courts.

"The High Court, during the year 2022, has functioned with 70% of judges and 74% of the judicial administration, provided for in the organics. The year 2022 ended with a stock reduced by 12% from the previous year. Also, the Special Court of Appeal for Corruption, although it functioned with 72% of the court and did not have a high case load, was not able to improve its performance compared to last year. Regarding the Special Court of First Instance for Corruption and Organized Crime, it is evident that the increase in the number of judges in 2022 has brought an increase in the totality of efficiency indicators in the court.

The Courts of General Appeals have evidenced a deterioration in efficiency during 2022. The average time required to review cases varies depending on the courts. The situation in the Court of Appeals in Tirana is problematic, where the tendency to resolve cases, before the implementation of the new judicial map, is estimated to be 16.4 years. With a single Court of Appeal, our projections show that the necessary time will be 6 times less", she emphasized.
