May 11 Parliamentary Elections: 14 Criminal Complaints Filed in Prosecution Offices Across the Country
The General Prosecutor’s Office, within the context of criminal offenses related to elections, informs the public that as of April 28, 2025, a total of 14 criminal complaints have been filed in the Prosecution Offices of the General Jurisdiction. The complaints cover offenses such as "Obstructing Electoral Subjects," "Intentional Damaging of Electoral Materials," "Use of public function for political or electoral activities," and "Intimidation or Abuse against Participants in Elections”, as stipulated in Articles 325, 326/a, 328/a, and 329 of the Criminal Code.
The information’s source regarding the criminal offenses related to the registered complaints include: seven cases reported by judicial police, three by the Special Prosecution Against Organized Crime and Corruption (SPAK), two by political parties, one is initiated ex-officio, and another one from an individual.
The distribution of these complaints across different regions is as follows: five in Fier Prosecution Office, three in Saranda Prosecution Office, two in Tirana and Gjirokastra Prosecution Offices, along with one each in Durrës and Elbasan Prosecution Offices.
As of April 28, 2025, a total of seven criminal proceedings have been initiated based on the cases reported so far. These proceedings involve offenses outlined in Articles 325, 326/a, 328/a, and 329 of the Criminal Code.
Fier Prosecution Office has registered five criminal proceedings, consisting of two proceedings for the offense under Article 325 of the Criminal Code, one as stipulated in Article 328/a, one for Article 328/a, paragraph 4, and one regarding the offense under Article 329 of the Penal Code.
Two additional criminal proceedings have been registered in Gjirokastra Prosecution Office for the offenses under Articles 326/1 and 329/1 of the Criminal Code.
One complaint from Durrës Prosecution Office and one criminal proceeding from Fier Prosecution Office have been referred to the Special Prosecution Against Organized Crime and Corruption (SPAK) as they fall under their subject-matter jurisdiction. The other complaints are currently under verification.
