New High Court Judge Appointed
The High Judicial Council (HJC) approved on Wednesday the draft decision on the proposal for the appointment of a vacancy in the field of administrative law in the High Court, the judge of the Administrative Court of First Instance Tirana, Arbena Ahmeti.
This decision of the HJC comes two weeks after the High Court ruled that it was impossible to convene a special meeting to elect members of the Constitutional Court due to the lack of the necessary quorum of 10 members.
The High Court made this finding public after the approval by the Judicial Appointments Council of the list of four candidates for the vacant position of the former judge of the Constitutional Court, Fatmir Hoxha, and the request for continuation of the procedure.
The member of the HJC who reported on the draft decision in Wednesday's meeting, Marçela Shehu, explained that Judge Arbena Ahmeti is the only one in the race for this position and therefore it was assessed that there is no place to follow the criteria related to the ranking of candidates.
Shehu explained that for Ahmeti were administered two ethical and professional evaluations in which she was evaluated "excellent", where for the period 2013-2016 she has accumulated a total of 384 points, while for 2019 she has provided 389 points. In the unanimous decisions, the council decided to propose to the President of the Republic the appointment of Arbena Ahmeti to the High Court.
Judge Arbena Ahmeti was confirmed in office on November 1, 2021, succeeding in convincing the Independent Qualification Commission, of the burden of proof for the property. Also, Ahmeti was positively assessed for the purity of the figure and was considered to have reached a qualifying level for professionalism.
