Official; Govt Issues EUR 650M Eurobond
The Republic of Albania has announced the issuance of Euro 650 million in notes with a 4.750% interest rate, maturing on February 14, 2035. The Offering Circular for the notes, dated February 14, 2025, was made public and is accessible for review.
This financial move by the Albanian government is part of its efforts to raise capital. The notes have been introduced to the market with a fixed interest rate, which will be paid annually to noteholders until the maturity date in 2035.
The Offering Circular provides potential investors with detailed information about the terms of the notes, the country's economic position, and other relevant financial data. It serves as a key document for investors considering the purchase of these securities.
This issuance is a significant step for Albania as it seeks to finance its government expenditures and potentially invest in infrastructure and development projects. It reflects the country's access to international capital markets and its ability to attract investors with its financial instruments.
According to the Finance Ministry, the highly successful 2025 Eurobond issuance transaction highlights several key achievements of the Republic of Albania's exit from the capital markets, which are: the coverage ratio is among the highest achieved, at 4.3 times and the highest among Central and Eastern European country emissions, as of October 2024; Lowest spread, compared to all bonds issued by the Republic of Albania; Significant difference in the final margin of 50 basis points, compared to the moment of the transaction announcement (to 5% from 5.5%). On average, since 2019, this indicator for 10-year bond issues for Central and Eastern European countries is 25-35 basis points; Wide geographic distribution and diversification of investors. The maximum number of investors who expressed interest reached 195, being considered the issue that had the highest attraction of foreign investors.
The Ministry of Finance considers that the issuance of Eurobonds is of particular importance, not only for ensuring liquidity but also because it ensures the presence of our country in international capital markets and measures the confidence of investors in bonds issued by the Albanian state. This implies the long-term credibility of the Albanian economy as a whole and public finances in particular.
Prime Minister Edi Rama described the issuance of the 10-year Eurobond on international markets as a success, as he informed that the number of interested investors reached 159.
Rama said that the successful conclusion of this process shows confidence in Albania, the economy, and finances. “The 10-year Eurobond process has just been successfully concluded. We have just received the green light to share this with the public. This was the most successful issuance ever,” said Rama.
