There is a reason why the Albanian Government decided to changes rules for all those who build without a permit. In a statement for the media, the head of the Government, Edi Rama, said that Albanians buy judges and prosecutors that make trade with their files, so there was a need for a change in the rules for all those that build without a permit. 

"When it comes to justice, we are on one side. I've said it several times, it's terrible, but why does it happen? Why people continue to build without a permit? Because these wealthiest people solve the problems with this justice. This is the problem, it's justice that doesn't allow us to do things to the end, because in the end justice is what matters. They talk about the police, but if the courts did what the police do, this country would be many times more advanced today," said Rama.

He underlined that Tirana Prosecution and all prosecutions in other cities take care of this things. They fill files while the others build and take care to buy prosecutors and judges.
