President of the Republic, Ilir Meta has decreed this Monday 3 laws, two of which have to do with agreements with Kosovo. 

The President of the Republic, Sh.T.Z. Ilir Meta has decreed the following laws: 

- Law no. 22/2022 "On the ratification of the agreement between the Republic of Albania and the European Union on the participation of the Republic of Albania in the Creative Europe program (2021-2027)". 

The accession of the Republic of Albania to the Creative Europe Program: creates a new window, which enables the legal entities of Albanian law, which operate in the field of culture and art, to apply and participate in the activities of the Europe Program Creative (2021-2027), gaining financial support, interacting and exchanging best practices with other actors in the priority areas of this program at European level. 

- Law no. 23/2022 "On the ratification of the agreement between the Republic of Albania and the Republic of Kosovo on social insurance". 

The creation of pension opportunities for Albanians living and working in Kosovo, as well as for Kosovar citizens who come to work in Albania, is overdue. Between Kosovo and Albania, there should be no barrier that prevents citizens on both sides of the border, to benefit from social insurance schemes, respecting the principle of equal treatment, with the primary goal of the highest welfare and best treatment. of them. 

- Law no. 24/2022 "On the ratification of the agreement between the Council of Ministers of the Republic of Albania and the Government of the Republic of Kosovo on the rules of the local border traffic regime". 

The approval of this agreement with the Republic of Kosovo is only the first step towards the simplification and facilitation of procedures and measures related to the local border traffic regime and permits for this purpose along the border. 

In order to really enable the facilitation and movement of the inhabitants of the border areas, it is necessary for the Albanian authorities to take measures without delay for the issuance of regulatory acts in the implementation of the agreement, avoiding any kind of bureaucracy.
