Albanian President Bajram Begaj has signed into law the ratification of a loan agreement between Albania and the United States under the Foreign Military Financing (FMF) program, paving the way for the legislation to take immediate effect.

Through the presidential decree, Begaj also approved the law’s immediate entry into force, completing the final legal step after its approval by parliament.

The agreement establishes a direct loan between the Albanian government, represented by the Ministry of Finance, and the United States, represented by the Defense Security Cooperation Agency (DSCA).

Albania’s Parliament approved the agreement on July 27, 2026, with 74 votes in favor. Opposition lawmakers boycotted the parliamentary session, while members of the governing Socialist Party were the only legislators to support the measure.

The agreement provides for a $302 million loan under the U.S. Foreign Military Financing (FMF) program, aimed at supporting Albania’s defense and military modernization efforts.
