Internal Control Service of the Prison System (ICSPS) has suspended Wednesday from duty the warden of Reçi prison in Shkodra, along with the chief of the prison police and a deputy commissioner.

Order for the execution of the decision was given by the Shkodra Prosecutor's Office, after the investigation confirmed that the officials falsified the reports on an event in the Reç Penitentiary Institution, among some convicts.

According to the ICSPS, intelligence was received about suspicions that forged documents had been administered in the Reçi penitentiary.

On July 20, 2021, around 10:25 in the airing premises in the IECD, the convicts "E.Ç.", "F.G." and "P.N.", kicked and punched the accomplice "E.Z.".

Deputy Commissioner "G.Q." compiled a service report of the event for the perpetrators and by order of the director and the Chief of Police, but then wrote another report, where he forged the signatures of the police officers "G.Q." and “E.Z.”.

Work continued on the falsified reports in the Disciplinary Commission, which included Director Meta and Police Chief Bundo, as investigations confirmed the falsification committed in collaboration, statements were obtained and all falsified documentation was administered.

“Service of Internal Control of the Prison System on 12.1.2022, implemented the order of the Prosecution of the Shkodra Judicial District for execution of the criminal decision of the Shkodra Judicial District Court, with no. 20 (40), dated 11.01.2022 for imposing the measure of prohibitive security "Suspension of duty in IECD Rec", provided by Article 242 of the Criminal Code for three officials:

1- “M.M.”, Director of IECD Rec, Shkodra;

2- “R.B.”, Chief of Police of IECD Rec, Shkodra;

3- “G.Q.”, Deputy Specialist Police Specialist in IECD Rec, Shkodra,

The order for the execution of the decision was given by the Prosecution of the Shkodra Judicial District, after the investigation confirmed that the officials falsified the reports for an event in the IECD Reç, Shkodër between some convicts.

The ICSB became aware through operational channels that there were suspicions that forged documents had been administered in the Reçi IECD, Shkodër.

In these conditions, after being confronted with this fact, procedural actions were carried out in cooperation with the Shkodra Judicial District Prosecutor's Office and since the evidence was sufficient, the Court took the above-mentioned decision.

The intention of the officials was to create mitigating conditions by drafting fake reports on convicted perpetrators despite the punishment under the law, on the grounds that a verbal conflict had occurred”, as quoted from the announcement regarding suspension.
