Strategy to Reduce Use of Cash Money

The Government and the Central Bank aim to further reduce the use of cash payments in the economy by 2027, increase payments through e-banking, transactions through e-invoices without cash, and the number of businesses that use POS (point of sale) in the premises of their activity.

In the following, a plan of measures will be implemented by the tax administration, where part of the 4-year priorities will be the reduction of cash through the use of POS terminals in Albania.

Specifically, in the coming years, it is foreseen to set a limit for cash payments between individuals, further reduction for cash payments between businesses from the current Lek 150,000, as well as the creation of risk rules, which identify taxpayers who fragment invoices in order not to exceed the limit set by the law, taxpayers who have an abnormal level of cash invoicing compared to their peers.

Also, within the year 2025, a working group will be created between the Ministry of Finance, the Bank of Albania, and the Association of Banks to reduce the commissions for the use of POS terminals between second-level banks and taxpayers, in other words, businesses.

Although in recent years there has been a slight increase in the use of cards and electronic payments, making cash payments in Albania remains high compared to other European countries.
