Tirana Municipality Terminates Contract for Housing Indian Wolt Workers in Student Dormitories Following Media Investigation

Tirana Municipality has decided to terminate a cooperation agreement that allowed Indian nationals working for delivery company Wolt to be accommodated in student dormitories at the Agricultural University of Tirana, following an investigation by the media.

The agreement, signed on April 9, 2026, between University Student Residence No. 1 and “Fenix Solution & Trading” sh.p.k., authorized the accommodation of non-students in Building No. 2 of University Student Residence No. 2, located on the grounds of the Agricultural University of Tirana.

The contract was approved during the tenure of former Tirana Deputy Mayor Anuela Ristani and former director of University Student Residence No. 1, Olsi Shahini.

Following the television investigation, the company's Supervisory Board decided to unilaterally terminate the agreement. The decision, dated October 30, 2026, calls for immediate action to implement the termination.

In an official notice sent to “Fenix Solution & Trading,” the company was instructed to vacate and return the rooms and facilities made available under the agreement, along with all equipment, furniture, materials, keys and access cards.

The decision also requires a full reconciliation of financial obligations between the parties, including outstanding payments and issued invoices. The handover process must be documented in an official report detailing the condition of the premises and any potential damage or missing items.

According to the decision, the termination is based on Clause 10.5 of the contract, which allows either party to end the agreement with 60 days' prior notice.

The company has been given until December 30, 2026, to settle its financial obligations, while the vacating of the premises and completion of the handover procedures must take place by December 20, 2026.
