Durrës Prosecution has sought the precautionary measure of 'Remand in custody' for individuals N.M. and B.Z., charged with the criminal offense of “Falsification of Documents” and “House Arrest” as well as suspension from duty at the State Cadastral Agency (SCA) in Durrës Municipality for citizen J.M. on charges of “Abuse of Office”.
 

Based on the evidence provided, the prosecution has recorded the case no. 1515 of the year 2021 and criminal proceeding no.1921dated 21.09.2021 against the aforementioned individuals, because substantial suspicions substantiated by evidence, indicate their involvement in the criminal offenses of "Forgery of Documents" and "Abuse of Office," as stipulated by articles 186/3 and 248 of the Criminal Code.

Based on the denunciation, Durrës Prosecution Office has filed the preliminary investigative materials submitted by the Special Anti-Corruption and Anti-Tax Evasion Unit within the Prime Minister's Office. These materials pertain to an inspection conducted at the State Cadastral Agency (SCA) in Durrës regarding the Legalization Permit for citizens N.M. and A.M. concerning a "Social Economic Building 1 Floor," with a construction area of 500 m² and a built-up area of 274 m² in Durrës.

Through the verification of documentation managed at SCA Durrës, reasonable suspicions have emerged regarding a series of both criminal and administrative violations. It appears that SCA employees and other individuals have been implicated, securing benefits in defiance of law. 
The verifications conducted have revealed a series of anomalies, indicating a falsified practice. Upon reviewing the protocol book of the former Durrës Immovable Property Registration Local Office, discrepancies were found in the data concerning the transfer of documents from the former Durrës ALUIZNI to Durrës Immovable Property Registration Local Office. Specifically, the temporal details do not align with the numerical sequence of the letters in the protocol books of the former Durrës Immovable Property Registration Local Office.

"Following a comprehensive analysis of all administered evidence and acts of the case file of this criminal proceeding, it comes out that citizen B. Z. has served as a Jurist- Specialist at Durrës local directorate of SCA. Additionally, B. Z. has been found to have signed in all sections of the aforementioned property card, actions that constitute the criminal offense of "Falsification of documents."

Citizen J. M., serving as a Jurist-Specialist under a temporary contract at SCA Durrës, during the specified period, has conducted actions involving the digitization of the property card for property no.150/7/ND vol 07, page 26, zk1522, in the village of Draç, Municipality of Durrës, with beneficiaries identified as citizens A. M. and N. M.
In the meantime, it came out that citizen N.M. is one of the beneficiaries of the property, jointly owned with his brother, a property whose acquisition relies entirely on documents falsified through the scanning and copying of data from another legalization practice" ends statement
