Albania Launches International Competition for New Justice Center in Tirana
Prime Minister Edi Rama on Thursday presented the project for an international design competition for a new Justice Center in Tirana, envisioned as a major urban hub for Albania’s justice institutions.
Rama, joined by senior representatives of the justice system, said the project will be built near 'Dritan Hoxha' Street at the entrance to the capital, in the area of the former Aviation Field, on a 7-hectare site.
The prime minister stressed that the project will be financed entirely from the state budget, describing it as potentially the largest public investment ever made in administrative infrastructure in Albania.
“In the case of the new Justice Center, we believe it is different and cannot be included in partnership schemes. It must be financed directly from the state budget,” Rama said. “It may be the largest financing ever undertaken for administrative infrastructure in the Republic of Albania, and we strongly believe it is the right one.”
Rama noted that many state institutions continue to operate in rented private buildings, calling it an unfavorable legacy. He said the government has begun consolidating state-owned properties through the Albanian Investment Corporation to provide long-term solutions for public offices, but added that the Justice Center would not follow a public-private partnership model.
The project comes after what Rama described as a “deep-rooted reform” of the justice system, adding that the government’s duty is to continue supporting the system with improved standards and infrastructure, including technological upgrades.
No timeline for construction was immediately announced.
